(a) The Chinese, but not Japanese, edition has 小资料, which is ambiguous about history of said law. 周辺事態法 (which is the Japanese writing, or kanji), enacted in 1999, but amended in 2006. The law, both then and and now, restricts, in case of 周辺有事, Japan's self-defense force to 後方地域, whose definition 小资料 spells out.
