My comment:
(a) I read this report, think it was wishful thing on the part of the minister, and did not take it seriously.
(b) What this report fails to point out is why China was upset. It turns out

"外交部長" is a term used in Taiwan and China -- but not in Japan, where the title is 外相 (short for 外務大臣).

my translation: China's ambassador to Japan protested on June 27, regarding our report titled 対中安保『日台で対話を. The protest is about: firstly, the unusual title; secondly the report argues for Taiwan independence. As a result, to Sankei Shimbun "strong objection."

(d) I am confused why China protests about the title, because all the times, Japanese-language news media (including Reuters’ Japanese reports) have used this title 外交部長 for Taiwan. On the other hand, to the nest of my memory, none has interviewed foreign minister of Taiwan.
