(b) "Though Taiwan's state-run National Chung-Shan Institute of Science and Technology (NCSIST) 國家中山科學研究院 has built large road-mobile and fixed land-based passive electronically scanned (PESA) radars for the military, this appears to be the first time a Taiwan entity has been able to produce an AESA with GaN."

Browse through (b)(i) and proceed to (ii) and (iii). The latter two have graphics to help you conceptualize. At last return to (i) and read it again.

By 2015 the Air Force's AT-3 and F-5 training jets were nearing the end of their respective service life and in critical need of upgrades. (ii) "AIDC AT-3 Tzu Chung 自強 'Self Reliance' is an advanced jet trainer operated by the Republic of China Air Force (ROCAF). A total of sixty-two aircraft were manufactured by the Aerospace Industrial Development Corporation 漢翔航空工業股份有限公司 [state-owned] of Taiwan in collaboration with American aircraft manufacturer Northrop between 1984 and 1990. The "AT" stands for trainer aircraft.
(iii) I do not know what XAT stands for, But zh,wikipedia.org has a page for "T-5教練機" (T-5 trainer): "開發時期的代號曾包括:XAT-5、AT-5、XT-5等等。T-5教練機是由F-CK-1戰鬥機為基礎研發而來。"
