The US was engaged in Cold War against Soviet Union.

"
(i) hazard (vt): "to offer or present at a risk : VENTURE  <hazard a guess as to the outcome>"

(ii) Rather than war council, the term used in military science is council of war. It is held by a commanding (military) officer -- not by a sovereign or a politician (such as secretary of defense in the US) -- among military officers. I can not find its etymology. but Romans had it, under the term pretorium.
