Japanese bosses | From Walkman to hollow men; Japan’s lack of bold business
leaders. Economist, Nov. 4, 2010.

("One problem is that in a consensus-based culture * * * few bosses have a
free hand, or even an interest, in forging a brash path. Such bosses are
implicitly expected to keep things as they are and owe their position to so
many internal colleagues that thorough corporate overhauls are almost
impossible.")

My comment:
(a) The analysis is actually about Japanese business culture. However, it
bespeaks collective leadership in Beijing.

"2: to speak to especially with formality : ADDRESS
4a : INDICATET, SIGNIFY <her performance bespeaks considerable practice>"
