(a) For the "bann" in the title, see

(public announcement in a Christian parish church that a marriage is going to take place between two specified persons. It is commonly associated with the Church of England)

Until today I have not seen this word in American publications or conversations. Such a word does nto exist in www.m-w.com.
(b) This report uses "civil partnership." Apparently it is a British legal term. In US, the same notion is represented by either domestic partnership or civil union (particularly the latter as separate but equal form to substitute for same-sex "marriage").
