("The Ministry of National Defense (MND) has not released much information about the Wan Chien 萬劍 [a cluster bomb], but says it is similar to the AGM-154A Joint Standoff Weapon employed by the US military. Each Wan Chien missile carries more than 100 individual warheads and has a claimed maximum range of around 200 km

is not a cluster bomb. The common features of both Wan Chien and AGM-154 are stand-off and using fighter as the platform. The "stand-off" means a fighter jet launching a weapon from a safe distance away, out of he range of land missiles..
