The report mentioned 滚动民调 rolling-sample poll (or rolling poll). Rolling sample is a concept developed by Hungarian-American Leslie Kish (a man), but I try but fail to comprehend it. American community Survey (ACS) of US Census Bureau uses rolling survey.
