"Helvey said the US did not have much technology it could share to help Taiwan develop its national defense industry.  Transfer of sensitive technologies [before it can be done] * * * new regulations must be introduced to prevent the inappropriate transfer of data and knowledge, he said.

He IS Acting Assistant Secretary of Defense (since January 2017) AND Principal Deputy Assistant Secretary of Defense for Asian and Pacific Security Affairs (since June 2016).

Note:
(i) This report is unsigned. Further, this report does not mention dates: When I read it, I thought it all happened today; it turned out that all happened on Sept 11. See (b) below.
(ii) It is Seoul-based Chosun Ilbo 朝鮮日報 who makes the report, which says that US intends to deploy nuclear arms in Japan, South Korea and Taiwan. Not in its English or simplified Chinese version, though (for I have checked). I can not read its Korean-language version.
(iii) Nor can I find the comment by spokesman Alex Huang of presidential office of Taiwan 總統府發言人黃重諺 -- in that office's website.
