My comment: Do not read the report. Take a look at the graphics. China does not grow genetically modified corn, but annually it produces almost as much corn as US. (Then again US uses less man power.)

(a) How much electricity the Three Gorge dam is generating? Not enough?
(b) Oftentimes China media boast about China's great strides in indigenous manufacturing of nuclear reactors. Indeed China has exported reactors to Pakistan. If true, why does China need foreign technology?

My comment: This graphic does not include China. Al four economies (US, UK, Japan and EU) have their 2Q08 GDP as 100 each. It is clear that US recovers the quickest among the four, while unemployment plagues all four. Thus US is not bad economically.
