(a) The report cites

Tokyo governor has not something new, in my opinion.
(b) That raises the question whether the title of the VOA report is correct. The rulling party of Japan is left leaning. Tokyo governor speaks for himself, and his party is in opposition 在野.

My comment: Russia has said it is willing to return the two islands southern and keep the two northern islands, in exchange for a peace treaty. Japan has always said no.
