Jim Wolf, Exclusive: Lockheed Lobbies Anew for New Taiwan F-16s. Sept 29, 2011
‎http://news.yahoo.com/exclusive-lockheed-lobbies-anew-taiwan-f-16s-023628570.html
(Lockheed's memo to lawmakers, dated September 22, a day after the administration announced an upgrade, said "Taiwan has some of the best-protected, hardened aircraft shelters in the region, the memo argued. In addition, the self-ruled island is advancing the 'state-of-the-art in rapid runway repair technology'")

My comment:
(a) The memo might have aimed at senate vote, which failed on Sept 22.

"twenty years ago, Russia (then the Soviet Union) had a nuclear sub fleet larger (at 180 boats) than that of the United States (150 subs).

"Russia has never been a great naval power.

My comment: The report says "most of Russians warship building capability has disappeared since 1991."  This is because Soviet shipyards around Baltic and Black Seas were gone, when USSR disintegrated.
