My comment:
(a) Voice of Russia is an official news agency of Russia.
(b) I fail to comprehend why Mr Milenin identifies Agni IV as ICBM, whose definition is a range of more than that.

Intercontinental ballistic missile

(c) Wiki identifies
(i) Agni IV as IRBM (Intermediate-range ballistic missile, a ballistic missile with a range of 3,000–5,000 km), and
(ii) that both Agni IV and V are in the "testing," not "operational," stage. See the table in the introduction of

(d) The air distance between Harbin, China and Calcutta, India is 4,305 km or 2,675 miles.
