My comment: Except the quoted paragraph 1, there is no need to read the
reort, which I feature only because it appears in the front page.

My comment:
(a) Regarding potential "rupture," unfortunately face is important to China.
In my view, the nation should not take the non-participation personally.
(b) Regarding Tomas Jefferson as "the first secretary of state."

Thomas Jefferson served as Secretary of State, of Department of State, from
Mar. 22, 1790 to the very end of 1793--under Pres. George Washington. The
predecessor of the office and its head is Department of Foreign Affairs and
Secretary of Foreign Affairs, respectively.
