GloFo’s Fab 8 (Near Albany) Is Almost Ready

two consecutive paragraphs:

"Currently, the generation of chips being used by most Globalfoundries customers has features 28nm wide.  Although 20nm is theoretically next, [Tom] Caulfield[,general manager of Globalfoundries’ Fab 8,] says it won’t be a high-volume node.  20nm requires a second pass to lay on circuits (adding expense), but does not have 3D (FinFET) features, which [FinFET] competitor Intel already has on its 22nm parts.  Recently, Globalfoundries abandoned its own design for 14nm and entered into an alliance with Samsung to make use of Samsung’s 3D technology.  The 14nm parts will issue from one Globalfoundries fab and three Samsung fabs for customers worldwide.  Caulfield expects 14nm to be big.

"Globalfoundries is still an alternative supplier for many of its customers, playing second fiddle to TSMC.  Naturally, it has aspirations to turn the tables.  And it may have a chance at 10nm, the last node to which the industry can see a clear, if difficult, path.  When it entered into the agreement to acquire IBM’s fabs in the Northeast, Globalfoundries acquired the technology that will get it to 10nm.

My comment:
(a) There is no need to read the other two Forbes reports touted to the left of he text, whose titles are

(b) "he looked over at me and said, 'You have a tick crawling on your shoulder.'”
(i) look over sth (phrasal verb): "to quickly examine something"
dictionary.cambridge.org/us/dictionary/british/look-over-sth
(ii) Oxford, Macmillan, American Heritage (via thefreedictionary.com), dictionary.reference.com--all have an object directly after the phrase, or in the form of "look something over."  None have an "at." Here are two more examples from the last website:
(A) "It is better to be looked over than overlooked."  Mae West
(B) "I just want to do God's will. And He's allowed me to go up to the mountain. And I've looked over, and I've seen the Promised Land."  Martin Luther King Jr, Apr 3, 1968, Memphis, Tenn.
(iii) If Mr Kay disliked "looked over me," he could have used "looked me over."

(c) Regarding quotation 1.  [TSMC's 22nm does not deploy FinFET, either, because the foundry thought the technology would be needed starting at the 16nm. The same quotation conveys the sense that Globalfoundries depends on Samsung for technology and customers.
