Vivek Raghuvanshi and Paul Kallender-Umezu, Japan Unlikely To Join Indian Sub Tender. Defense News, Apr 11, 2015

Quote:

"Japan has shown little interest in competing its Sōryū 蒼龍 [in commission 2009- ] -class submarines in the Indian Navy's $12 billion tender for six conventional air independent propulsion (AIP) subs

" 'the Soryu-class is considerably larger than either the [Germany's] Type 214 [builder: HDW], [France's] Scorpène[whose builder is DCNS] or even the Russian improved Kilo, and can carry a much heavier weapons load,' said Probal Ghosh, senior fellow at the Observer Research Foundation. 'They are seemingly quieter and longer-ranged than the other boats on the market. Cost-wise it is comparable to the other subs. But the designed life of Japanese subs is only 20 years, which is much less than what the other subs are designed for.' * * * Alessio Patalano, a Japanese naval expert at King's College, London, said * * * that the Soryu class is more technologically advanced and stealthier than competitive diesel vessels"

(a) The Japanese surname Umezu 梅津.

(b) Scorpène-class submarine
(i) In Modern English and French both, the spelling of "scorpion" is the same (I do not know about pronunciation)--"noun masculine" in French.  In fact, the English word is derived from Old French scorpion, which through Latin came from Ancient Greek.

(d) "Shyam Kumar Singh, a retired Indian Navy captain [said,] 'They [Sōryū-class submarines] seem to be at par with German submarines.'"

Well, the phrase is, and should be, "on a par with."

(e) "Japan is taking a cautious approach to any additional deal with India because it is focused on finalizing the sale to New Delhi of some 15 to 18 ShinMaywa US-2 amphibious search-and-rescue planes before tackling new business."

"1949  Shin Meiwa Industry Company Limited (later renamed as ShinMaywa Industries, Ltd) was established. * * * the new company started up a series of successful new businesses with a focus on "wa (harmony)."

"1952  Ban on aircraft manufacturing lifted

Japanese transliteration of the given name should be Sei-be-e (and this is how Japanese pronounce the name), where "ei" is a long vowel of "e," plus both "he"  and "e" are Chinese pronunciations of 兵 and 衛, respectively. (The "he" is softened to 'be' due to its position in the middle of a word.)  But foreigners will be confused with the last "e," which is thus dropped--a unique situation only about him.

He was "川西財閥の創業者."  川西財閥 is defunct after World War II--and became ShinMaywa according to the company.
* The "may" in "ShinMaywa" is not found in Japanese transliteration, which does have "mei"--a Chinese pronunciation of 明 (as in Meiji 明治).

(f) A source said, "It has been said that India wants up to a 30 percent offset for the US-2 deal, and Japanese negotiators are unsure how to conclude the agreement."
