My comment:
(a) I checked 人民日报, which actually republished a Xinhua report. Because the report had only a few sentences, I do not bring it to your attention.
(b) The 人民日报 report was published "3 hours ago."  Both the BBC report and the FOLLOWING Xinhua report were published "2 hours ago."  (All according to Google.  It is 9:30 am EDT, July 16.)  Probably the BBC report, when published, was not aware of the following Xinhua report.
