(i) If the research is a top secret, it would not be published.
(ii) The military-grade laser has been produced with onsite chemical method ("chemical oxygen iodine laser (COIL)"), rather than from storage.
(iii) Indeed, Indo-Asian News Service (INAS; a private Indian news agency) reported Huang's findings on Dec 20, 2015 with a title "Scientific Breakthrough on Battery Power."
My guess is SCMP 駭人聽聞.
