I am sorry. Last night, the URL for the pressreader.com worked, though WSJ has, from the outset, locked the op-ed behind pay wall. This afternoon after I published the posting. I realized the former link did not work. It was too late for me, because my two-hour time allotted by a library (to every patron) had just a minute left.

I hope you enjoy reading it, and learn a thing or two about common law (judge-made law), which a legislature can overrule by statutory law. This is check-and balance. A legislature can n ot overrule a court when the court is interpreting a constitution (a state in US has its own constitution). To overrule a court's interpretation of constitution, the only means is constitutional amendment, which is troublesome.
