Note:绀野杜华 (紺野杜華 in Japanese spelling but her name in Japan is actually 杜華, according to the Web--I do not know why VOA identifies her as 紺野杜華); her husband is 紺野文男
* Konno 紺野 (surname)
* kon 紺 【こん】 (n) "navy blue; deep blue"

(A new natioal land policy "seeks to preserve China's dwindling farmland while also making room for more commercial development. Farmers are moved into apartments, so that the land on which their houses sit can be converted to farmland. Then local governments are allowed to increase their land quota for development elsewhere by the same amount")
My comment: There are many things in China that an outsider like me could not have foreseen and yet, after seeing it, can understand the logic behind, though I will say the schemes are poorly conceived.
