Note:
(a) This ABC is Australian Broadcasting Corp (state-owned; 1929- ), not American Broadcasting Co (owned by The Walt Disney Company since 1996; 1943- ).

(b) "an exclusive look at the Sōryū 蒼竜 [class; in commission 2009- ] at the Yokosuka Naval base on the outskirts of Tokyo."

As you can see, "Yokosuka Naval base: is not a proper name 專有名詞.
(i) On the western bank of Tokyo Bay 東京湾, Yokosuka 横須賀 is a city south of Yokohama 横浜(市) (capital of Kanagawa prefecture 神奈川県, which includes Yokosuka). The prefecture is the southern neighborhood of Tokyo.

* The "yoko" and "hama" are Japanese pronunciation, whereas "su" and "ka" are both Chinese pronunciation.
(ii)
(A) United States Fleet Activities Yokosuka 横須賀海軍施設 (pronounced "Yokosuka kaigun shi-setsu") is the home port of United States Seventh Fleet "since 1950s * * * The Japan Maritime Self-Defense Force also operates a military port next to the American base"

(B) The Seventh Fleet was formed in 1943 in Brisbane, Australia, moved its home port to Qingdao (1946-1949), to Subic Bay in the Philippines, to Yokosuka
(iii) Japan Maritime Self-Defense Force (海上自衛隊, pronounced “kaijō Ji-ei-tai”) commands Fleet Submarine Force 潜水艦隊 and Fleet Air Force 航空集団, among others.   
(iv) Fleet Submarine Force is headquartered in Yokosuka but operates from two bases: 呉基地 and 横須賀基地, The former is at Kure, Hiroshima 広島県 呉(市).

The ja.wikipedia.org postulates the kanji 呉 -- separate from the Japanese pronunciation "kure" (whose origin might be manifold and unsettled) -- came from 中国三国時代の呉(孫権が建国)の子孫 who sought refuge here.

(c) "I was taken to see the SS Koku-ryū (black dragon 黒竜), which was completed in March 2015 and is the very latest from the Soryu class."
(i) For SS, see hull classification symbol

US, as well as UK, no longer has diesel-electric submarine, so the symbol acquired a new meaning: "SS for diesel-electric attack/patrol submarines."  From the same Wikipedia page above.
(ii) “which was completed in March 2015”
(A) The en.wikipedia.org for this class of submarines indicates Koku-ryū was launched on Oct 31, 2013 and commissioned on Mar 9, 2015.
(B) The latest ship in this class to launch is Seki-ryū 赤竜 (launched on Nov 2, 2015 (but not yet in commission: meaning just a empty hull).  
(C) The “koku” and “seki” are Chinese pronunciations, respectively, of kanji 黒 and 赤.
(D) The launch of Seki-ryū 赤竜 is a not-so-subtle dig at China, as traditionally (in both China and Japan) 赤竜 is『南方を守護する神聖な龍』.
(E) Since ancient time, Japanese adopted 中国の神話, one of which is 四神/四獣/四象/四色, the latter of which shows 緑(青) (symbol of east), 赤(朱) (south), 白 (west), and 黒(玄) (north), as well as 黄 (center).  So far, Sōryū-cass submarines has all four (no 黄), besides un 雲, ken 剣, zui 瑞 (auspicious), and jin 仁 (followed by 竜).  
(F) The noun launch is translated in Japanese as 進水, and in Taiwan as 下水.

(d) "Submarine warfare is determined by how quiet and deep a sub can go.  The commanding officer of the SS Kokuryu, Takehiko HIRAMA, said the Soryu had the edge over all other conventional submarines."
(i) The surname Hirama is usually 平間.
(ii) Yet I can not find Takehiko HIRAMA. Indeed the captain 艦長 of 黒竜 is 伊藤 裕雅.

four consecutive paragraphs:

"perhaps the most important part of the entire boat [submarine], the pressure hull. Without it, there could be no ship. Submarine hulls were usually just long, round, empty steel tubes, affectionately called sewer pipes, a serially molded rings that are joined and capped with round hemispheres at each end. Over the year, the shape had proven to be the best method to withstand the immense pressure exerted by water at depth.  

"Never before, however, had any hull required the exacting standards demanded for the NR-1. In order to survive great depths, the long cylinder had to be an almost perfect circle, the most precise ever turned out by Electric Boat. Forty flawless plates of top-grade HY-80 steel, with no impurities whatever, were given tender love and care during the manufacturing process at the Lukens Steel plant in Coatesville, Pennsylvania, and arrived at EB aboard special flatbed railcars. Each weighed four tons.

"Huge machines rolled those big plates - eight feet wide, ten feet long and two and three-quarters inches thick - again and again, squeezing them with tons of pressure.  The top roller was smaller than the bottom roller, so with each pass, the steel plate was gently curved a bit more until it formed what would be one-quarter of a circle. Like pieces of jigsaw puzzle, four of those plates would be put together to become a cylinder. The cylinders would be welded together to form the hull.

"The major problem was that EB had to be so exact in this process. Normal submarine hulls could be a little out of shape, with an acceptable circular tolerance of several inches. But Henry Furuno [Japanese surname 古野], the head of the EB hull design department, calculated that for the NR-1, the twelve-and-one-half-foot diameter of each cylinder could vary by no more one-sixteenth of an inch - virtually a perfect circle of heavy steel.

(ii) Master chief petty officer is one rank above "senior chief petty officer," who is in turn a rank above "chief petty officer."
