NJ Is the Only State to Require Gas Station to Fill Tank

(i) To declare self-service illegal, New Jersey's Retail Gasoline Dispensing Safety Act of 1949 cited fire hazards and exposure to toxic gasoline fumes.
(ii)
(A) NJAC 12:196-1.13 (title 12, chapter 196, subchapter 1; NJ does not label 13)
A customer who violates the act, with a right to a hearing, "shall be liable for an administrative penalty of:
1. Not less than $50.00 nor more than $250.00 for a first offense; and
2. Not more than $500.00 for each subsequent offense."

The same also fines gas station which let this happen.
