This is the point: One may build a gun legally but can not possess or discharge that gun legally)
My comment:
(a) The NYT reporter did not get to test whether his gun worked or not, because no gun range in this report allowed one to do it without a license (to use it, if not to own it).
(b) So, what is the point? You can learn gun laws of some states and federal government.
(c) Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), under Department of Justice, is headquartered at Washington, DC.
