My comment:
(1) The cover of Time magazine, June 28, 2010:

The Broken States of America; How the Financial Crisis of the States Affects
All of Us.
http://www.time.com/time/covers/0,16641,20100628,00.html

Federal government can print money. NOT the states. That is why state
governments are cutting and shutting.
(2) Tamar Lewin, Community Colleges Cutting Back on Open Access; Economy
Hits Budgets and Creates Demand. New York Times, June 24, 2010.
http://www.nytimes.com/2010/06/24/education/24community.html?scp=2&sq=community%20college&st=cse
("The college has cut 800 course sections — more than 10 percent of its
classes — over the last year, even as the number of people attending
preregistration orientation sessions has grown about 10 percent")

A community college is state-supported, provides the first two years of
education, and charges low tuition. After graduation, student can transfer
to a university to complete the higher education. Layoff workers and seniors
also go there for career change and self improvement, respectively.

Usually it accepts all comers. That is why the report quotes an official as
saying“We have a commitment to educate the top 100 percent of Americans."

("2007年发布的一份报告,在美国,进入大学的学生中只有54%最后拿到了文凭。这在
发达国家中是比例最低的之一,发达国家的平均比例是71%")
