My comment: These two paragraphs are continuous. The second paragraph uses
many quotation marks, suggesting this paragraph quotes 平可夫 extensively,
rather than VOA reporting (indeed, if this paragraph is not 平可夫's remarks
, this would not be VOA "reporting" but editorializing).
