My comment:
(a) I am unsure if the comment is meaningful, which is very short--but also
unusual.
(b) It is not in daily briefing (by spokesman), but special briefing (by
assistant secretary).

as a whole. So we understand the stakes and how important it is.

All right, here are the documents underpining the Taipei Times report. I did not find the Washington Times report yesterday afternoon, because Washington Times places an embargo on it (probably as well as other news reports of the day). See the byline ("8:20 p.m., Wednesday, October 27, 2010")

(When I wrote the original posting yesterday afternoon, US Department of State had not published transcript of either daily briefing or special briefing (if nay) for Oct. 27. Published by now, they are not related to the topic at hand.)
