(b) Taiwan believes in little intervention. It simply rubs against our
grains for a government to anoit a winner. For high-tech start-ups, Taiwan
will grant a few years' worth of tax break and possibly seed money; that is
all. Sink or swim, that depends on the entrepreneurs. Paul Krugman's
textbook on international trade also points out that government bureaucracy
is bad at choosing which competitive technology to support. Think Blue-tooth
and its rival.
