(b) Most Americans have not heard of "game this thing out," let alone its meaning. However, a librarian at Boston University figured it out, by first reading this report, that it means "play this thing out." That is pretty much about it, for googling with this term suggest it means speculate, imagine.

(a) The y axis of the bar chart is units, not revenue. If it were revenue, US share in GM revenue would be bigger, because vehicles in US cost more than those in China.
