My comment:
(a) The report states, "盖茨表示,美国空军将投资研发一款新型的、具有核攻击能力的远程轰炸机。盖茨说,这一新型远程轰炸机将具有遥控导航的能力。"
What is the heck of 遥控导航?
VOA does publish an English version of Secretary Gates's press conference, which (VOA) does not even mention the word access (China was mentioned once: "We obviously have very ambitious military programs in both China and Russia"). In fact, about this news conference reports from neither New York Times nor Wall Street Journal mentions China.
(I learn Secretary Gates talked about China and anti-access, only from VOA Chinese. For certain Chinese to boycott VOA Chinese is simply dumb.)
(b) Luckily, US is transparent. Pentagon duly released the transcript, according to the law.

Thus, What Secretary said is: "Finally, a major area of new investment for the Air Force will be a new long-range, nuclear-capable penetrating bomber. This aircraft, which will have the option of being remotely piloted."
Similarly:

In the area of missile defense, I'm proposing more funding for long-range defense interceptors
Note: As opposed to short-range Patriot missiles, in my view.
(c) I find two interesting statements from the transcript.
(i) "The Air Force will increase procurement of the Evolved Expendable Launch Vehicle to assure access to space for both military and other government agencies while sustaining our industrial base."
