My comment:
(a) Russia's policy vis-avis China is clearer adn clearer. It is unclear to me if the decision maker is president Dmitry Medvedev or prime minister Vladimir Putin, or jointly. Will Russia keep the course after the presidential election next year?
(b) As for US. US has wanted to be closer to China action (presumably for the sake of Taiwan--for it is hard to predict what blitzkrieg China will bear on Taiwan), thus unwilling to depart from Okinawa prefecture. Cam Ranh Bay is farther to Taiwan than Okinawa island, but sits right on choke point of China's maritime transportation.
