上海国际问题研究院外交政策研究所日本研究中心副主任 "廉德瑰指出日本与南海无关却要在下周出面向中国递交“南中国海共同行为准则”草案，一是想借机把钓鱼岛及东海问题也包括进去，另一原因即是要向美国表态。

"廉德瑰说：“我们现在也有模糊的地方，南海只是几个岛我们历史上拥有主权，但是整个南海是不是中国的内海？中国人现在网民老百姓还有些学者其实也有不同的意见，我们自己还没有清晰的定位。

"廉德瑰认为中美战略对话应就双方利益范围定出界线，才能建立互信。廉德瑰指出，现在中国非常担心美国围堵中国要到甚么范围，除了东海、南海，是否还有中亚、西藏、新疆？美国人也担心中国崛起后要收回钓鱼岛、台湾以及第一线第二线各岛练，界线又到哪里？
