My comment:
(a) "中国博士超过美国" in the title means the number awarded each year, rather than the total number in each nation. For the latter, I am certain US has more,
(b) The VOA report compares apple with orange. The latest US data is number of doctorates awarded in the year of 2007. See

However, it is clear that the “professional” doctorates in the NSF report does not include those from medical, dental or law schools, if not other disclipines. But the VOA report obviously includes Mr. 习近平's 法学博士.

My comment: The report talks about Taiwan representative's office in Australia calling itself "Taiwan Embassy" and states that the office is not an embassy. But what is intriguing to me is that "Taiwan" is used, instead of "Republic of China"--considering the Ma administration's obsession about the latter.
