My comment:
(a) Maybe the announcement ("星期一对俄罗斯官方媒体表示") is too soon for English-language reports (in Russia as well as the West) to pick up. The bottom line is I can not find any (English-language reports on this).
(b) However, "今年年初两国签署了有关苏-35战机交易的框架协议" is simply wrong. President Xi Jinping called upon Russia in his first trip abroad in that capacity. At the time, Xinhua said so, but Russia's state media swiftly denied it. Two weeks ago, another state media of Russia said it could not confirm the latest report--admittedly it was two weeks ago, not today. See next.
