(A) Regarding the name. The "I" in English and "伊" of course pronounced differently. But there is no letter in English alphabet that sounds 伊--thus "I."
(B) Name origin is not explained--at least I can not find it in the Web. It was 400 feet long, but Japan was not using Imperial units.
(C) However, 伊四百型潜水艦 is not an aberrant. Japanese had had 伊一型 submarines (attack submarines naturally; there was no missile submarines then).
(D) 伊四百型潜水艦 is a class: three were completed--I-400 伊号第四百潜水艦, I-401 伊号第四百一潜水艦, and I-402 伊号第四百二潜水艦.

(i) The seaplane Aichi M6A was made--from 1943-1945 --by Aichi Kōkūki 愛知 航空機 (based in Nagoya 名古屋(市), capital of Aichi Prefecture 愛知県.
(ii) The M6A is also known as Seiran 晴嵐.
(iii) The "ran" and "arashi" are Chinese and Japanese pronunciations, respectively, of kanji 嵐 (meaning: storm, tempest).
