My comment:
(a) I read English-language news reports on this topic: solicitor general of the Philippines will present both the jurisdiction and merits. In other words, its case against China may not reach merits. I go to the Web page for the case, which does not mention whether the court has decided on jurisdictional issue: that is, China said it would not submit to the court on that case, can the court decide?
