Quote:
"the USDA [US Department of Agriculture] expects purchases of whole milk powder by China, the world’s biggest dairy importer, to drop 40 percent this year. The former No. 2 importer, Russia, has banned imports from not only the EU, but also the US and Australia in retaliation for sanctions imposed to protest Russian intervention in Ukraine.
"Record prices last year primed farmers to bolster output in the U.S., where milk production in 2015 will reach 208.7 billion pounds—the fifth consecutive record-setting year. In April the EU, seeking to liberalize trade, removed quotas that had been in place for the past 30 years, leading to increased production from Ireland, the Netherlands, and the U.K. China is producing more milk thanks to investments such as a $140 million, 20,000-cow facility that China Modern Dairy Holdings, partly owned by private equity firm KKR, unveiled in 2013

(Page 15 The Incident: On Aug 2, 2013 Fonterra advised New Zealand government of the presence of 'confirmed' Clostridium botulinum in the WPC80, where WPC stands for "whey protein concentrate")
The bacteria turns out to be not C Botulinum but another species of the same genus, which does not produce toxin. Still the presence of bacteria -- there should be none -- shows production was contaminated and faulty. Fonterra pleaded guilty in a New Zealand court and was fined.
