My comment:
(a) It is 12 noon EST, Wednesday (Nov 18). So far, only the English, not Chinese, channel of RFA has reported the news.
(b) "Aksu (in Chinese, Akesu) prefecture’s Bay (Baicheng) county."

The "Bay" is NOT English, but "Uyghur Latin alphabet."
