My comment:
(a) I am an outsider. But my interpretation of this report, assuming the reported fact is true, is that chip designers in China and Taiwan are using TSMC for 10nm, but not Qualcomm -- instead of conscious alliance among Chinese and Taiwanese designers.
(b) “TSMC's 10nm manufacturing process is expected to enter volume production in the fourth quarter of 2016”

That is volume production. A month ago, a co-chief of TSMC said 10nm (not necessarily volume production) would come out in 1Q16. We are in March.
