My comment:
(a) The report does not say why it (report) appears now, as opposed to any other times. There is no congressional hearing. It does mention a Chinese couple who are ostensibly divorced: Zhao Shilan 趙世蘭 and  her husband, Qiao Jianjun 喬建軍. (US Department on Mar 17, 2015 issued a press release upon their indictment, using traditional Chinese characters for their names).
(b) Unless you are interested in EB-5 visa, there is no need to read the rest, because no change is imminent. Congress is bicameral (consisting of two chambers), making it difficult to enact or revise law; thus laws are quite stable (rather than changing frequently, a drawback attributed to unicameral legislative bodies).
