Bradley Perrett (Beijing), Mission Unclear; Indian Ocean likely will see Chinese aircraft carriers in the next decade. Aviation Week and Space Technology, Apr 11, 2016.

Quote:

"As construction progresses in China's second aircraft carrier, with work reportedly underway on a third, an outstanding question is exactly what China will use the ships for. They look like doubtful assets for a hot war against a major power such as the US or Japan, and they may not even be of much use against a much weaker enemy with lurking submarines.

"Peacetime menace or war against enemies that an barely exert power at sea appear to be more realistic functions, but China so far shows no interest in becoming embroiled in the Middle East, for example. And carriers cold be an expensive way to assert economic interests in Africa,

"Vietnam, a competing claimant to some features in the South China Sea, is alive to China's anti-submarine weakness. Its newly established underwater arm will receive it sixth Russian Project 636.1 (Kilo) submarine this year. India has 14 submarines and decades of experience in underwater operations. Japan has 16 combat submarines, highly regarded by the US navy and plans to increase its force to 222. Fighting between China and Japan, the Philippines or Taiwan would presumably bring in the threat of US nuclear submarines. Liaoning and its sisters would have to be kept at a safe distance, maybe in port.

"The second carrier, under construction at Dalian, will have a displacement of about 50,000 metric tons, the official military newspaper, the PLA Daily, said in January, citing a naval research officer. Since the loading condition of the ship at that displacement was not specified, it could be as big as Liaoning or rather smaller. Liaoning displaces about 60,000 tons fully laden, compared with US carriers' 100,000 tons.  According to a Taiwanese intelligence report leaked last year, the second Chinese ship will be about as large as Liaoning.
