My comment:
(a) I did not read the report (in print). Instead, I viewed the map (which does not appear in the Chinese translation: cn.nytimes.com, though the English report in www.nytimes.com does carry it, the map). US base (Camp Lemonnier) is situated south of the capital, whereas the "Chinese naval base under construction" is to the west of the capital. The air distance between the two bases, at the closest, is about 5 or 6 miles.
