Litigation history: Lozman bought the floating home in 2002.The city initiated a lawsuit at federal district court in 2009, and the Eleventh Circuit court of appeals affirmed the city's victory in 2011. Thereafter the city won the floating home in an auction to satisfy its tax lien and destroyed it.
