My comment:
(a) Some assert BIS issued the list on May 15, but I believe those assertions are made in China. US Department of Commerce shows a tweet by secretary of commerce of the BIS ban, which occurred on May 16.
(b) The above link has a link for "Huawei and Affiliates Entity List Rule" which leads to "Federal Register, vol 84, No 98 (May 21, 2019)" where under Taiwan is only "Xunwei Technologies Co, Ltd, Taipei, Taiwan."
(c) There is a rumor that six Chinese universities are on the list, but I see no university. All assertions came from the same rumor/ source: 风闻社区's NTpanada 星星之火

, which, however, does not name any university.

The six universities in the rumor are: 北京航空航天大学, 电子科技大学, 国防科技大学, 四川大学, 西北工业大学 and 湖南大学国家超级计算长沙中心.

So far there is no ENGLISH-language report in any form (news, blog) that talks about BIS ban of Chinese universities.
