My comment:
(1)The lecture:

Dr Hu earned his D.Phil. at Balliol College and was a Research Fellow at St.
Antony’s College before joining public service in Taiwan, where he has
served as Director of the Government Information Office and as Foreign
Minister. He is regularly rated as one of the best and most dynamic elected
heads of regional governments in Taiwan.

(2) Contrary to Dr. Jason Hu's assertion (see the BBC article), DPP claims
its own polls show a majority of Taiwanese reject ECFA.
I also understand that this report does not necessarily reflects Dr. Hu's
views, as a reporter of Chinese descent (as 威克 is) might pick up what he
liked to hear. The topic of the lecture seemed to deal exclusively with
local matters.
(3)
(a) Balliol College was founded in about 1263 (leading some to argue that it
is the University's oldest college, a claim contested by University College
and Merton College) by John I de Balliol."
Balliol College, Oxford

(b) "St Antony's was founded in 1950 as the result of the gift of Antonin
Besse of Aden, a merchant of French descent."
St Antony's College, Oxford

(4) It is widely believed that Dr. Hu aims at higher positions, likely the
premiership and ultimately presidency.
