("报告为白宫进一步对台湾出售F16C/D型战机提供了必要的论据。")
My comment:
(a) The much anticipated report is released, which however does not appear
in the web site of US Defense Intelligence Agency (DIA),
www.dia.mil
I can only assume it is classified.
(b) The conclusion is preordained. US has for the past several months hinted
(louder and louder) it will sells either F-16 C/D or submarines or both.
Hence the title of this BBC report.
(c) My position has always been Taiwan alone can fend off China's offensive.
Thus suffice to say that I remain confident of Taiwan's self-defense
capability and determination. But it has been crystally clear for the past
months that US will sell (almost) any weapons to Taiwan as long as Taiwan
can pony up money. I say: let's buy.

Note:
(a) The report mentions
James Fallows, Cyber Warriors; When will China emerge as a military threat
to the U.S.? In most respects the answer is: not anytime soon—China doesn’
t even contemplate a time it might challenge America directly. But one
significant threat already exists: cyberwar. Attacks—not just from China
but from Russia and elsewhere—on America’s electronic networks cost
millions of dollars and could in the extreme cause the collapse of financial
life, the halt of most manufacturing systems, and the evaporation of all
the data and knowledge stored on the Internet. The Atlantic, March 2010.

("Air force colonel Dai Xu, a renowned military strategist, wrote in an
article released this month")
My comment:
(a) I do not know what article he releases this month. But 戴旭 did publish
C形包围:内忧外患下的中国突围 on Dec. 31, 2009.
(b) The China Daily quoted Colonel Dai as saying missile defense around
China: specifically Patriot-3 missiles.
Patriots are defensive. Moreover, Chinese always laugh at Patriots for being
ineffecitve. So I do not know why the colonel sounds the alarm.

My comment: The report says "达成协议 未签协定." This is the same as Cairo
Conference, which dabbled in Taiwan and China (both ROC and PRC)--but not US
--has held it as sacrosanct.
