My comment:
(a) Paying one's way to a lecture is not uncommon in US, especially considering the fact that former president Bill Clinton came to Taiwan as a paid quest.
(b) The above quote is hard to comprehend. There is no transcript of the speech, whose publication is unlikely now that the private Taiwanese host--whoever it is--paid a handsome sum of honorarium to Mr. Clinton.
Luckily, a report disabuses us.

My comment:
(a) The report quotes Mr. Clinton as saying in Engish: "charge your own course and find your own way to your relationship with mainland China."
What is "charge" a course?
The other report I can find on Mr. Clinton's visit ti Taiwan has the same quote, but has "chart" instead, which I believe is correct. That report also raise a question about what he meant in one sentence (due to lack of context).
