The second part of the report talks about magnets/batteries made of neodymium (a rare earth) as well as non-rare-earth metals.

(d) The report quotes Mr. Iver Anderson as saying, "Essentially, we are looking for the Lake Wobegon of magnets. It only needs to be 'good enough.' It needs to be 'above average.'"
