My comment:
(a) The (2) was published four (4) hours before (1).
(b) There is no need to read the rest of (2).
(c) The last sentence of quotation (2)(a)(i) has one and only one quotation mark--right before 经有关技术部门鉴定.
(d) Last night I introduced the following report to you, which is based on the same 华龙网记者采访 as VOA Chinese (in (2)), but the BBC report failed to mention Chongqing spokesman asserted the photo had been photoshopped.
