　　北京城里人民要开大会了。
　　最近有事儿的人民来京不少，这样就忙坏了两种人：一种是人民自己；一种是拦截人民访问的各级政府。全北京的三十余处国务院办公室所属，及各职能部委的接待处门前很热闹。
　　有许多访民已成多年上 访专业户，问其“既然效果不大，还来干吗？”回答如“人民大会人民开，这个时候不来啥时候来？”
　　各个信访接待处门前天天见人头攒动，呜呜泱泱，南腔北调，比北京城里的阴历年庙会热闹。
S一行数人，结伴来京。其中已有上访达20年问题不解者，亦有初入行列之新秀。S是南方人，一下火车就遭遇北京人工催雪，S说没见过雪是这么的大，景是这么的美。却转念想起自己家那事，想起家族的冤案竟然打得对象就是当朝政府，放谁谁都说是痴心妄想，可是人命关天，你不说谁说，你不做谁做，你若是听信了不折腾的劝诫，那你就得挨折腾不是？想着想着，S就鼻子一酸……
　　S给我来了短信——昨天下的雪正消融化冰，气温冷凝，六点起床仍赶不上最高检接待室排队发号时间，两张号花费十五元，下午一点半后最高检接待室交表
事情原委如下：一大早六点，S就匆忙赶到位于东交民巷27号的最高人民检察院人民接待室门前。但从最新消息得知，由于奥运后越来越多的人民赴京上访，导致各接待处门前人满为患。那个传统的，是中国人都熟悉的领号排队法就此复苏。S先是找领号的地方，但得知号已发完。即使领得号者若是前半天叫不到的话，后半天还得重新领号。有人提醒“你可以花钱买号呀。”S问买号得多少钱。回说“不一定，刚刚起来这个，看你急到什么程度。”S说“来这里的谁不急？”对方说“当然不一样，急到当接喝药撞车上吊卧马路的当然不一样……”
　　S是淑女，喝药撞车上吊卧马路的事情她都不大会做（不排除逼急）。S因此决定买二手。关于这一点是中国人的都会无师自通。果不然，有人就主动上前搭讪，言曰有票，又问她愿出多少银两。S玩嘴硬，心底里就恨这些趁火打劫之人，冷冷道“不要。”那人走了，扔下一句“你还是不急……”
　　S生气地转身去看，遂大吃一惊，卖号的竟然是负责高检门前秩序的保安员！
　　S无奈在高检门前徘徊。
　　最终S是从一个民间号贩子手里卖得的号，花钱15元买两张，排号40以后，看来上午递状有望成功。
　　我在上班，心里关切着S，午间吃饭电话过去问情况如何？S说——在等，表已填，站到下午一点半。我问吃了没有？S回我说站着解决。接下来给我讲了件气人的事情。
　　自S手中有号，胸中自然阳光灿烂。学的有了点聪明的S又想，何不问问那保安手里的号价，兴许便宜。便宜的话也买回它来，再把手中嫌贵的那号卖给他人，岂不好事！保安听了S的问话，冷冷道“你不是已经有号了吗？”
　　站在高检接待室门前队列的淑女人民S现在很安然，她给我手机又发来短信——其实保安也是人民，挣碗饭吃，我倒是不生他气。人民折腾人民，想必该有其它原因……

如果用司法公正，用伟光正的承诺。百分之一能处理，谢天谢地了。
问题在于国家机器，四万亿的投资，CCTV的光采，还有GDP。都比不过好的国家机器。
改革势在必行。

[<div class="cont" id="quote_13138_67883_0">9点，我前往与最高法接待室相邻的全国人大和国办信访室，一路上，三三两两流动的访民，朝同一路线碎步急行，虽然他们额头上没有写着“访民”二字，但从他们的神态，他们的衣着及挎包，都能看出端倪，只要你用心观察，大抵上可以判断哪些是来自北方，哪些是来自南方，但他们都有共同的名字：访民。
靠近国办和全国人大接待室人行道一侧300米处，停靠着吉、鲁、豫等牌照的专车，车身上标有法警、法院、公安等字样的公车。那些站立在人行道上的，有穿着军大衣，有穿着公安警服，也有穿着华丽外衣的，他们好几个人聚拢在一起，时不时围住路过的单个访民，盘问着，拿访民寻着开心，在访民仓皇逃脱后，他们对着哪些狼狈不堪的身影，大声放肆地发出哈哈的嘻笑声。他们也都有一个共同的名字：截访人员。
