My comment:
(a) There is no need to read the rest. Mainly because it is unlikely that KMT-dominated Legislature (of Taiwan) will pass the bill to allow China students. Mr. Ma Ying-jeou took over KMT chairmanship 2 days ago, but he will be pre-occupied with local elections. Further, Mr. Ma's hold on the Legislature is suspect at best.
(b) One objection to allow China students in is: Their parents do not pay tax in Taiwan, and therefore it is unfair to that they come and pay little tuition or fees, the norm in Taiwan.

Even if China students pays what Americans call out-of-state tuition, which is about three times as much as what state residents pays for PUBLIC colleges, most Taiwanese still do not want China students. It may just be an emotional issue, because lots of Taiwanese hate President Ma Ying-jeou.

My comment: I have not read the article in the journal Pacific Affairs. But my instinct is civility has nothing to do with democracy. I simply believe Taiwanese are civil by nature.

My comment:
(a) The report mentions "Joanna Graves, who grew up in Shanghai." I assume she is ethenically Chinese, and married a man surnamed Graves.
(b) For this reason alone, Taiwan will never unite with China voluntarily.
(c) I personally am in favor of English as daily language in Taiwan. If practicality is a major concern, Taiwanese still will choose traditional Chinese characters, which, compared to Simplified version, is closer to Kanji of Japan. And Taiwanese are Japanophile.
